Introduction: In 2026, Plastic-Lined Paper Cups Will Exit the Mainstream Market
Anyone who has purchased takeaway coffee in the past 20 years has used plastic-lined paper cups. For decades, PE (polyethylene) lined cups have been the standard choice for coffee shops, fast-food chains, and foodservice brands worldwide. PLA (polylactic acid) cups entered the market 10 years ago and were promoted as an “eco-friendly alternative.” However, by mid-2026, both options are becoming increasing business risks for brands supplying the EU, US, and Australian markets.
Regulatory changes are moving faster than most brands expected. The 2026 paper cup regulations cover multiple regions, including 12 US states, the EU, and Australia. They restrict non-recyclable plastic-lined packaging, introduce strict PFAS limits, and apply environmental fees to non-recyclable products. Some shipments have already faced delays at ports, and cases of brands receiving five-figure penalties have appeared. Many local waste management systems cannot properly process PLA cups, and consumers are increasingly questioning “greenwashing” claims. This is not a temporary trend. It represents a new direction for the industry, and water-based coated cups are becoming a long-term solution for major markets.
